WASHINGTON, March 17 /PRNewswire-USNewswire/ -- The US Department of Justice has been formally asked to begin regulating the American Israel Public Affairs Committee (AIPAC) as the foreign agent of the Israeli Ministry of Foreign Affairs. A 392 page legal filing presented by a four person IRmep delegation in a two hour meeting with top officials of the Internal Security Section substantiated the following case for AIPAC's immediate registration:
- AIPAC is a spinoff of an organization already ordered by the DOJ to register as an Israeli foreign agent. In November of 1962 the American Zionist Council was ordered by the Attorney General to begin filing disclosures as an Israeli foreign agent under the 1938 Foreign Agents Registration Act. http://www.IRmep.org/1962Order.pdf Six weeks later, former AZC employees incorporated the American Israel Public Affairs Committee in Washington, DC, taking over the AZC's lobbying activities. http://www.IRmep.org/AIPAC.pdf AIPAC did not register as a foreign agent.
- AIPAC's founder Isaiah L. Kenen was the chief information officer for the Israeli Ministry of Foreign Affairs in New York and for a time duly registered in that role. http://www.IRmep.org/Kenen.pdf The Justice Department ordered Kenen to personally re-register after he formally left the Israeli Ministry of Foreign Affairs to head up private lobbying and publicity for the Israeli government at the nonprofit American Zionist Council. - Espionage related FBI investigations in 1984 and 2005 reveal AIPAC's ongoing stealth foreign agency activities. Declassified FBI files released on the Internet last week reveal that in 1984 AIPAC and the Israeli Ministry of Economics were investigated for jointly obtaining and circulating classified US economic data to obtain favorable trade benefits for Israel. http://www.irmep.org/ila/economy In 2005 Pentagon Colonel Lawrence Franklin pled guilty and two AIPAC employees were indicted for obtaining and circulating classified US national defense information to Israeli government officials allegedly in the interest of fomenting US action against Iran.
- AIPAC's executive committee consists of the original member organizations of the AZC in addition to newer members. The Conference of Presidents of Major Jewish Organizations, the umbrella group of AIPAC's executive committee, is housed in the same New York office as the World Zionist Organization – American Section, a registered foreign agent that is heavily involved in illegal settlement expansion according to Israeli prosecutor Thalia Sasson.
According to Grant F. Smith, director of IRmep, the case for reregulating AIPAC as a foreign agent immediately is compelling. "AIPAC was designed to supplant the American Zionist Council as the arm of the Israeli Ministry of Foreign Affairs in the United States after the DOJ ordered the AZC to register as a foreign agent. As such, Americans should have full public access to biannual FARA registrations detailing AIPAC's publicity campaigns, lobbying expenditures, funding flows, activities of its offices in Israel and internal consultations with its foreign principals - particularly over such controversial issues as illegal settlements and US foreign aid."

Here's an excerpt from Grant Smith's excellent piece The Kennedy's versus Israel's Lobby. Loaded with links to documents from Fulbright's investigation. Ties the JFK & RFK killings very neatly back to the only group with the chutzpah and media control to pull them off and cover them up (with a ceaseless stream of "impertinent fables").
The lobby’s accolades for the late Ted Kennedy and his support of Israel mask the generally unknown conflicts fought by the senator’s older brothers. It is likely that lessons from the fiercest of all battles, fought behind the scenes by President John F. Kennedy alongside his brother and Attorney General Robert—guided the younger sibling’s political choices. Details of the JFK-RFK duo’s effort to register the American Israel Public Affairs Committee’s (AIPAC) parent organization, the American Zionist Council (AZC) as an Israeli foreign agent were shrouded in mystery until declassified in mid-2008.
Between 1962 and 1963 Senator J.W. Fulbright uncovered a massive network of financial “conduits” moving funds directed by the Jewish Agency in Jerusalem to Israel lobby startup groups across the United States. Even as JFK attempted to place Israel’s Dimona nuclear weapons program under US inspection, RFK ordered the AZC to openly register and disclose all of its foreign funded lobbying activity in the United States.
The DOJ and AZC fought their secret battle as Fulbright’s hearings disclosed the immense proportions of the Israel lobby effort. Nathan B. Lenvin, a DOJ attorney who had been after AIPAC’s founder Isaiah Kenen since 1951 to continue registering as a foreign agent after he left the employ of the Ministry of Foreign Affairs took copious notes of the many meetings, AZC’s offers of limited registration and the DOJ’s counter offers.
But the law enforcement effort ended in tragedy. JFK’s assassination on November 12, 1963 in Dallas meant RFK’s political cover for the prosecution was gone and his days at the DOJ were numbered. He left to run for a New York senate seat. In 1965 the DOJ allowed the AZC to file a highly redacted and non-standardized FARA declaration in secret. The AZC then shut down and transferred lobbying activity to AIPAC, which refused to register.
RFK’s assassination in 1968 was followed a few months later by the quiet death of the 58 year old Nathan Lenvin during a DOJ recruiting trip in Chicago. Low level DOJ officials involved in the AZC registration battle such as Irene Bowman were gently eased out, while high officials willing to defer to the lobby, such as Attorney General Nicholas Katzenbach and J. Walter Yeagley, moved on to stellar careers.

It's good to see you've been checking out Grant Smith's work on AIPAC and the Israel lobby. The Lobby is one of my interest areas so I watch Smith and his site pretty closely. The Israel Lobby Archive is at the top of the list of links on my lobby page, which I stopped adding to a couple of years ago.
No one keeps an eye on AIPAC like Grant Smith does. He's constantly filing FOIA requests and drawing attention to AIPAC's illegal status under FARA. Most of the documents in Smith's Israel Lobby Archive were procured by Smith himself through FOIA applications.
